Japan enacted the AI Promotion Act in 2025 (effective June 2025) — a binding but non-punitive framework law setting government AI-strategy duties and a business best-efforts obligation, enforced only through public disclosure rather than fines. The non-binding AI Guidelines for Business continue to apply alongside it.
